Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee

December 8, 2004

Attachment A lists the attendance at this meeting, at which the following matters were discussed.

MINUTES
On a motion by Mayor Hruby, seconded by Mayor Patton, the minutes of the November 10, 2004 meeting were unanimously approved.

ORGANIZATIONAL ISSUES
CPC Bylaws - Appointment of Alternates
Commissioner Jones reviewed the proposed changes to the CPC bylaws and asked if the CPC members wanted to amend the bylaws to allow for the appointment of alternates.

Mayor Hruby suggested that the mayors should be required to appoint another mayor from their region to be their alternate. Mayor Rawson indicated that would be a good compromise and would prevent the CPC from losing its authority and significance if just anyone could be appointed an alternate.

Mr. Alsenas advised the CPC members that amending the bylaws restricting who can be an alternate may not be allowable, but the CPC could pass a resolution encouraging its regional representatives to appoint another mayor from their region to be their alternate. Commissioner Jones asked if the members wanted to defer this issue until the next meeting. Mayors Rawson and Hruby indicated that they would not vote in favor of allowing any alternates. Mayor Rawson indicated that the CPC doesn't have to take any action on this matter.

RESOLUTIONS
Resolution No. 041208-A, authorizing support for the establishment of a Senior Transportation Technical Assistance Center, was unanimously approved on a motion by Mayor Hruby, seconded by Mayor Rawson.

Resolution No. 041208-B, approving the final plat for Pembrooke Place Subdivision, Phase 2 in Olmsted Township, on a motion by Mayor Hruby, seconded by Mayor Kenneth Patton, and unanimously approved.

Resolution No. 041208-C, approving a one-year extension, until October 7, 2005, of the preliminary approval for Pembrooke Place Subdivision was unanimously approved on a motion by Mayor Rawson, seconded by Mayor Hruby.

COMMUNITY AND REGIONAL ISSUES
Western Reserve Heritage Trail and Greenway
Mr. Paul Alsenas presented the Western Reserve Heritage Trail and Greenway proposal, a hike and bike trail along the abandoned Norfolk and Southern Railroad line. The trail will run through five counties between Cuyahoga County and the Pennsylvania state border at Youngstown.

Great Lakes Regional Collaboration Presentation
Mr. Alsenas reported on the activities of the Great Lakes Regional Collaboration and the meeting that was held in Chicago on December 3, 2004.

Cleveland Lakefront Plan
Mr. Chris Ronayne, Director of the Cleveland Planning Commission, presented the Cleveland Lakefront Plan. Mr. Ronayne requested that the CPC consider giving the Lakefront Plan its support and to look for opportunities to partner with the County.

SOLID WASTE DISTRICT UPDATE
Patrick Holland presented Commissioner McCormack with a honorary Trash Oscar for his commitment to recycling.

Mr. Alsenas expressed appreciation on behalf the Planning Commission and the staff for Commissioner McCormack's leadership over the past eight years.

COMMENTS FROM THE PUBLIC
Mr. Ed Hauser, Chairman of the Friends of Whiskey Island and citizen of the City of Cleveland, spoke in support of the keeping public access to Whiskey Island and making it a public park.

ADJOURNMENT
With agreement from the other members, Commissioner Jones adjourned the meeting.
