Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee
April 14, 2005

MINUTES
On a motion by Mayor Gorden, seconded by Mr. Shannon, the minutes of the February 9, 2005 meeting
were approved.
COMMUNITY AND REGIONAL ISSUES
Mr. Alsenas reported that the staff would provide an overview on the five significant issues
identified for 2005.
Solid Waste
Mr. Holland provided an update on the solid waste survey that has been done for the five-year
plan update. Mr. Holland reported that:
- Cuyahoga County generated 2 million tons of waste in 2004;
- The recycling rate for industry was 65%, which well exceeds the State's 50% goal;
- The residential and commercial (municipal) recycling rate was 28.3%, an improvement from the 1995 rate of 25.06%. The State's goal is 25%.
- The Technical Advisory Committee has met and has decided to prioritize new programming opportunities.
- Waste going through transfer stations has increased to 56% of total waste and waste being direct hauled has decreased to 44%.
- OEPA estimates that the State has 31 years of capacity available.
Senior Transportation
Mr. Alsenas reported that the Senior Transportation Connection of Cuyahoga County will have
its first board meeting on May 4th at The Cleveland Playhouse.
Innerbelt
Mr. Alsenas reported that the CPC staff continues to advocate for a new Innerbelt bridge.
In addition, staff has met with Cleveland Public Art, EcoCity Cleveland and the Kent State
Urban Design Institute to have a design competition. The design would seek ideas on developing
the land immediately adjacent to the Gateway complex that would become available if the Innerbelt
Bridge and the interchanges are moved south.
RESOLUTIONS
On a motion by Mayor Blomquist, seconded by Mayor Gorden, Resolution 050414-A, authorizing a
contract with the Village of Glenwillow for planning services was unanimously approved.
On a motion by Mayor Blomquist, seconded by Mr. Smock, Resolution 050414-B, authorizing a contract with the Cuyahoga County Sheriff's Office was unanimously approved.
On a motion by Mr. Shannon, seconded by Mr. Hayes, Resolution 050414-C, extending a contract with Schmidt, Copeland, Parker Stevens, Inc., for the Cuyahoga Valley Initiative was unanimously approved.
On a motion by Mayor Blomquist, seconded by Mr. Smock, Resolution 050414-D, authorizing a contract with Quality Communities Partnership was unanimously approved.
On a motion by Mr. Shannon, seconded by Mr. Hayes, Resolution 050414-E, authorizing a contract with the Cleveland Playhouse to host the first board meeting of the Senior Transportation Connection of Cuyahoga County was unanimously approved.
On a motion by Mr. Hayes, seconded by Mayor Blomquist, Resolution 050414-F, authorizing an amendment to a contract with RLS and Associates, Inc., for consulting services on the senior transportation plan was unanimously approved.
On a motion by Mayor Gorden, seconded by Mr. Shannon, Resolution 050414-G, approving the final plat for Phase 7 of Woodgate Farms in Olmsted Township was unanimously approved.
Mayor Eileen Patton stated that there was not a clear understanding, by many of the mayors, on how the Senior Transportation Connection was going to work. She stated that the Westshore Council of Governments had received materials from the Board of County Commissioners that indicated no service in the westshore area which the mayors were concerned about.
Mr. Alsenas indicated that CPC staff would be holding meetings throughout the County to explain the new transportation plan and that no area of the County was not going to be included in the plan unless its their choice.
Ms. Kristin Hopkins reported on the status of the new Subdivision Regulations that the CPC staff was working were preparing. Ms. Hopkins told the CPC that the regulations should be completed by October for their review and adoption.
Mr. Alsenas reported on several projects from the CPC Project Highlights Report. He stated that the Walton Hills Master Plan has been completed, the CPC staff had met with Congressman Steven LaTourette about the West Greenway Trail project and that the GIS staff was developing a map for the County's Emergency Management Department that showed how hazardous material was transported through Cuyahoga County by freight trains.
PUBLIC COMMENT
Mr. Ed Hauser addressed the CPC urging them to continue with the Whiskey Island Park Plan.
Mr. Hauser stated that the Park Plan was consistent with the Ohio Coastal Management Plan.
Mr. Hauser invited the CPC members to the Friends of Whiskey Island event on Saturday,
April 30th.
