Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee
June 9, 2005

Attachment A lists the attendance at this meeting, at which the following matters were
discussed.
MINUTES
On a motion by Commissioner Hagan, seconded by Mr. Shannon, the minutes of the June 9, 2005 meeting
were approved.
RESOLUTIONS
Resolutions A through E were considered. On a motion by Commissioner Hagan, seconded by Mayor
Blomquist, the resolutions were approved.
Resolution F, conditionally approving the preliminary layout for Wheaton Farms, a planned residential development, was considered. Mr. Martin Strelau, Olmsted Township Trustee, addressed the Commission on behalf of the Olmsted Township Board of Trustees about the sanitary sewer easements that will going toward the City of Olmsted Falls. The Township Trustees that the direction of the sanitary sewer be determined by the County Sanitary Engineer. Mayor Blomquist concurred with Mr. Strelau's comments and it was agreed that the County Sanitary Engineer should determine the best direction for the sanitary sewers.
On a motion by Mayor Longo, seconded by Commissioner Hagan, Resolution G, conditionally approving the preliminary layout for Phase 2 of Galway Bay was unanimously approved.
On a motion by Mayor Blomquist, seconded by Mr. Shannon, Resolution H, disapproving the zoning request on Schady/Sharp Roads, was unanimously approved.
Ms. Kris Hopkins reported that the draft Township Subdivision Regulations would be brought back to the CPC for discussion in August and that final approval by the CPC was scheduled for the October meeting.
COMMUNITY AND REGIONAL ISSUES
Solid Waste
Beth Biggins, Solid Waste Planner, provided an overview of the Solid Waste Residential Recycling
Report for 2003-2004.
This was followed by a discussion on how to help those communities with low recycling rates to increase their rates, what the major impediments are to recycling and how to create new markets for recycled products.
Port Study
Mr. Alsenas reported that the Board of County Commissioners (BOCC) had given authorization
to the CPC to issue a Request for Qualifications (RFQ) from professional consultants to
complete a Cleveland Lakefront/Cuyahoga River Maritime Facilities Study. The study will
analyze the economics of the current and future port activities, the port's role within a
regional logistical framework and the improvement of port operations from economic,
environmental and community perspectives.
Senior Transportation
Mr. Alsenas reported that the Senior Transportation Connection (STC) had held its first board
meeting on May 4, 2005 and that Commissioner Hagan had been elected the chair of the STC. He
also reported that the CPC staff, along with Frank Polivka from GCRTA and Heather Wuensch from
the First Integrated Regional Senior Transportation Consortium (FIRST)had presented the Senior
Transportation Plan to the Community Transportation Association of America (CTAA) during its
yearly conference. Mr. Alsenas reported that the CPC staff was approached by senior officials
from the Federal Transit Administration that said the County was doing exactly what the FTA has
been proposing as national policy in terms of coordinating services and that we are far more
advanced then any other major metropolitan region in the country.
Convention Facilities
Mr. Alsenas reported that the planning for the convention facilities was moving ahead and that
intensive planning conversations were going on at the City of Cleveland about designing this
facility. Mr. Alsenas stated that at some point the planning will have happened and the CPC will
not have had an opportunity to impact on the facility's design. He asked the CPC members what
kind of role they wanted in terms of facility's design.
Commissioner Hagan indicated that there was nothing to consider until the City of Cleveland has expressed an interest in turning over the Convention Center to the CFA and that enabling legislation, expressing interest in having the project completed and done by the CFA.
Cuyahoga Valley Initiative
Mr. Alsenas provided an update on the project's recent activities.
PUBLIC COMMENT
Ed Hauser addressed the CPC about the Cleveland-Cuyahoga County Port Authority about the
upcoming port study that was approved by the BOCC.
