CALL TO ORDER
The meeting was called to order by Vice-Chair Mayor Longo.

MINUTES
On a motion by Mayor Kelley, seconded by Mayor Kenneth Patton, the minutes of the November 16, 2006 meeting were unanimously approved.

RESOLUTIONS
General
On a motion by Mayor Kenneth Patton, seconded by Commissioner Jones, Resolution No. 070208-A, approving personnel actions, was unanimously approved.

On a motion by Mayor Kenneth Patton, seconded by Mr. Cantor, Resolution No. 070208-B, authorizing a contract for planning services with the Cuyahoga County Department of Development, was unanimously approved for the corrected amount of $7,000.00.

On a motion by Mayor Kenneth Patton, seconded by Mayor Kelley, Resolution No. 070208-C, authorizing a contractual arrangement for planning services with the City of Euclid, was unanimously approved.

On a motion by Mayor Kenneth Patton, seconded by Mayor Kelley, Resolution No. 070208-D, approving an amendment to the amount of the contract with Currere, Inc. for consulting services to assist in the formation of a Cuyahoga Valley Organization to support the mission of the Cuyahoga Valley by increasing the contract in the amount of $24,000.00, was unanimously approved.

On a motion by Commissioner Jones, seconded by Mayor Kelley, Resolution No. 070208-E, authorizing the Cuyahoga County Planning Commission to enter into a Memorandum of Understanding with the Ohio Department of Development and to serve as the fiscal agent for the District One Public Works Integrating Committee, was unanimously approved.

Chairperson Commissioner Jimmy Dimora arrived at the meeting and undertook chairmanship of the meeting.

Olmsted Township
On a motion by Mayor Kenneth Patton, seconded by Mayor Kelley, Resolution No. 070208-F, approving a one-year extension of the approval of the preliminary layout for Willow Grove Subdivision proposed to be located in Olmsted Township, was unanimously approved.

On a motion by Mayor Kenneth Patton, seconded by Mayor Kelley, Resolution No. 070208-G, conditionally approving the revised preliminary layout for Wheaton Farms PRD Subdivision in Olmsted Township, was unanimously approved.

On a motion by Mayor Kenneth Patton, seconded by Mayor Kelley, Resolution No. 070208-H, conditionally approving the final plat for Wheaton Farms PRD Subdivision, Phase I, located in Olmsted Township, was unanimously approved.

ORGANIZATIONAL ISSUES
Election of Officers
Commissioner Dimora welcomed Mayor Procuk, who is filling the unexpired term of Mayor Jerry Hruby, to the Planning Commission.

Commissioner Dimora conducted the elections for 2007. On a motion by Commission Jones, seconded by Mr. Hayes, Commissioner Dimora was unanimously elected Chair of the Cuyahoga County Planning Commission for 2007.

On a motion by Commissioner Jones, seconded by Mayor Kelley, Mayor Thomas Longo was unanimously elected Vice-Chair of the Cuyahoga County Planning Commission for 2007.

SOLID WASTE DISTRICT REPORT
Implementation of Solid Waste Management Plan
Mr. Holland reported on the status of implementing the six strategies outlined in the Solid Waste Management Plan (SWMP). Mr. Holland reported that last week the District staff met with representatives of thirty-five (35) communities to discuss the development of waste consortia or cooperatives for recycling, waste collection and waste disposal. The discussion centered around what communities would want in terms of services and how to form the cooperatives.

Mr. Holland explained that because each community does waste collection differently there can not be one master plan so the District will start with communities that contract for solid waste collection. Mr. Holland reported that four communities in the southwest region of the county, which already have a cooperative, are discussing a new contract so the District will work with them to discuss bundling services and adding more communities into the cooperative.

Establishment of a Special Waste Convenience Center
Mr. Holland reported on the District's initiative to establish a special waste convenience center. The staff is developing a "prospectus" describing the center's purpose, size and operations. Mr. Holland stated that it was the staff's intent to discuss locating the center around the I-77/I-480 intersection, which is considered the transportation center of the county. The purpose of the center would be for county residents to have immediate outlet for hazardous waste. Mr. Holland explained that the District does two hazardous waste collections per year and that inevitably people call the next day to ask how to dispose of residential hazardous waste. The strategy for the Center would be to have citizens drop off hazardous materials at their local service garages that would then collect the materials until it was cost-effective to drive to the Center to dispose of the materials. Mr. Holland stated that service directors prioritized the establishment of this type of center during the development of the SWMP.

Mayor Gorden reported that the City of Beachwood would be starting a shredding program of sensitive household documents for its residents this coming spring. Mayor Eileen Patton reported that the City of Fairview Park had provided this service to its residents once and that it was a huge success. She said that the City was planning another shredding event in 2007. Mr. Holland instructed the mayors to keep track of the volume because it can be credited toward the city's recycling rate.

COMMUNITY AND REGIONAL ISSUES
Mr. Alsenas reported on what the CPC had accomplished in the past year and the major initiatives that were coming up in 2007 to get the CPC's input.

Mayor Eileen Patton inquired as to the CPC's role in the Avon I-90 interchange. Mr. Alsenas explained that the CPC staff has attended all of the project stakeholders meetings. He reported that the NOACA Governing Board will be discussing the project at its Friday meeting.

Commissioner Dimora said that these types of projects are difficult for the Board of County Commissioners. He stated that everyone has been talking about regionalism but then there are the communities in Cuyahoga County that are losing population to out-migration and many of these mayors would be against this type of project that would induce more sprawl.

Mayor Longo stated that the BOCC should ask for feedback from the Mayor and Manager's Association.

Commissioner Jones stated that this might be a good project to try to implement regional tax-sharing.

Ms. Kilbane explained that the City of Avon will be using private dollars to build the interchange and are not intending to ask for federal funds. However, NOACA will have to approve the $25 million interchange project because it will affect the federal transportation system. She also explained that the Avon Interchange Study did not look at the potential weakness of the adjoining roads and that these will probably need improvements such as widening and Avon officials may come to NOACA for these funds.

Mr. Klaiber stated that it is important to look at the regional impact of this interchange and not only the issues in Cuyahoga County.

Mayor Eileen Patton stated that she would bring this issue up with the Mayors and Managers Association.

PUBLIC COMMENT
Mr. Ed Hauser passed out information to the CPC regarding the Innerbelt Bridge, Whiskey Island and the U.S. Coast Guard Station.

ADJOURNMENT
Commissioner Dimora reported that the next meeting will be held on April 12, 2007. On a motion by Mayor Kelley, seconded by Mayor Kenneth Patton, the meeting was adjourned.
