CALL TO ORDER
Mayor Longo called the meeting to order.
MINUTES
On a motion by Mayor Blomquist, seconded by Mayor Kelley, the minutes of the July 9, 2009 were adopted.
RESOLUTIONS
General
On a motion by Mayor Kelley, seconded by Mayor Blomquist, Resolution No. 090910-A, approving the nomination
of Ms. Virginia Aveni to the District One Public Works Integrating Committee to serve on the Cuyahoga
County Natural Resources Assistance Council (NRAC) for a three-year term commencing on October 15, 2009
and ending on October 14, 2012, was unanimously approved.
Ms. Elaine Price and Mr. Chris Alvarado provided an overview of the Green Bulkheads project to provide an introduction to Resolutions 090910-B and 090910-C. Mr. Alvarado explained that the U.S. Army Corps had provided funding to study the habitats of the larval fish in navigation channel of the Cuyahoga River. In April 2007, the CPC hired the Cuyahoga River Community Planning Organization (CRCPO) to be the project manager for the 1st phase of the Bulkhead project and to design and construct a prototype green bulkhead. The prototype designed in Phase 1 consisted of three different designs of buckets or "chubs." Mr. Alvarado stated that there are now 300 baskets in eight locations and there is $195,000 left to be used for additional manufacturing and $1.2 million in reserve that is allocated for future design.
Ms. Price explained that everyone involved in the project took a step back to get a broader view of just not the chubs but the prototyping done to date and what else is needed. At the conclusion of this review, it was determined that the chubs were not successful and that the CPC needed to wrap up the Phase 1 contract with the CRCPO, take over the project management of the bulkhead project, focus on the needs of the fish and what and where they need intervention.
Ms. Price added that it was necessary to set up at the front a measurement and monitoring plan to determine what interventions were succeeding and that the CPC was looking at other options such as floating islands or planting vegetation along the shoreline of the river instead of on the bulkhead.
Mr. Alvarado stated that Resolution 090910-B closes out the relationship with CRCPO by reconciling the work that has been done and amend the contract to reflect this work. The resolution also secures the intellectual property to the CPC. Mr. Brown asked if this contract would fully compensate the CRCPO for their work. Mr. Alvarado responded yes.
On a motion by Mayor Blomquist, seconded by Mayor Kelley, Resolution No. 090910-B, approving an amendment to the Subgrant Consultant Agreement with the Cuyahoga River Community Planning Organization for the High Performance Shoreline Project (Green Bulkheads) for an additional amount of $32,996.86 and extending the term of the contract form September 30, 2007 to October 31, 2008, was unanimously approved.
On a motion by Kelley, seconded by Mayor Blomquist Kelley, Resolution No. 090709-C, authorizing the CPC director to negotiate and enter into consultant contracts for the High Performance shoreline project (Green Bulkheads) with each contract in an amount not to exceed $24,999.00 for the period September 15, 2009 - December 31, 2010.
Mayor Longo stated for the record that Commissioner Dimora arrived at the meeting and took over as chair.
On a motion by Mayor Kelley, seconded by Mayor Blomquist, Resolution No. 090910-D, approving the development of a Management Plan for Wendy Park and Whiskey Island and to approve a contract with ParkWorks, Inc. to develop the Management Plan, was unanimously approved.
Olmsted Township
Ms. Hopkins stated that the CPC had not recommended this request in 2008. Ms. Hopkins stated that the
staff was still recommending disapproval because the recommendation was in conflict with the township's
comprehensive plan. Although trustees started a process to update the comprehensive plan, no document
has been produced; therefore the staff recommends the same as last year.
On a motion by Mayor Blomquist, seconded by Mayor Kelley, Resolution No. 090910-E, recommending to the Olmsted Township Zoning Commission and the Township Trustees that the Zoning Map Amendment F-09 for the Cook Road Investments Site on Stearns Road be disapproved. The motion was unanimously approved.
COMMUNITY AND REGIONAL ISSUES
Regional Opportunities for Improved Safety and Health
Mr. Hugh Shannon, Assistant Director of Justice Affairs and Ms. Melissa Rodrigo. Mr. Shannon
described the three core functions of the department which are administrative which involves grant
writing and management support for federal funds, treatment services such as the Office of Reentry
and Witness Victim and public safety which includes 911 calls, Amber Alerts, First Response, emergency
management. Mr. Shannon stated that in October the new justice grants for law enforcement will be
available and the Department would like to provide match funds for communities which are working on
collaborating public safety forces with other communities.
Ms. Rodrigo provided an extensive list of the services provided under the Emergency Management Department. Mr. Shannon stated that the department was trying to provide better information to municipal elected officials. Mayor Kelley stated that this was the first time he had heard about the extensive services that the department provided and recommended that the department make a presentation to the Cuyahoga County Mayors and Managers Association.
SOLID WASTE REPORT
Ms. Bickett reported on the District's Convenience Center which she stated is moving along slowly
since the General Chemical site fell through. Ms. Bickett stated that the District has scaled back
the size and scope of the center and is looking for existing buildings in the I-77/I-480 corridor.
Ms. Bickett stated that she hoped to have a 30,000 sq. ft. site identified by the end of 2009 and the
staff moved into the new facility by end of 2010.
Ms. Bickett reported on the numerous collections that are undertaken by the District every year such as the tire and computer recycling programs. She also explained that the District had model bid documents for communities to use for solid waste collection contracts. She stated that the District recently assisted the City of Euclid and as a result the city will save approximately 25% on its next contract.
Ms. Bickett offered to arrange a tour for the Policy Committee of the various waste collection and recycling facilities in the area such as landfills, composts site and construction and debris landfills.
CPC PROJECT HIGHLIGHTS
The director referred the CPC members to the written Project Highlights.
Ms. Davis thanked Mr. Alsenas and Ms. Thaler for taking Commissioner Jones' staff on a tour of Whiskey Island and encouraged everyone else to take advantage of this wonderful site.
Ms. Aveni announced that Dike 14 would be open in the near future for tours.

Commissioner Dimora announced that the next Commission meeting would be held on November 12, 2009.
With no other business to address, Commissioner Dimora adjourned the meeting.
