Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee

September 7, 2011

ATTENDANCE
Attachment A lists the attendance at this meeting, at which the following matters were discussed.

Mayor Procuk called meeting to order.

On a motion by Mayor DePiero, seconded by Mayor Patton, the minutes of the July 14, 2011 meeting were approved.

RESOLUTIONS
On a motion by Mayor DePiero, seconded by Mayor Patton, Resolution No. 110907-A, approving a Memorandum of Understanding with the with the Ohio Department of Development to administer the Ohio Job Ready Sites Program for State Fiscal Year 2012, was unanimously approved.

On a motion by Mayor DePiero seconded by Mayor Patton, Resolution No. 110907-B, a contract for Planning Services with Cuyahoga County Department of Development, was unanimously approved.

On a motion by Mayor DePiero, seconded by Mayor Blomquist, Resolution No. 110907-C, a contract for planning services with the City of Solon to prepare a Community Attitudes Survey, was unanimously approved.

PROJECT HIGHLIGHTS
Mr. Alsenas reported that the Project Highlights were provided in the agenda packet. Mayor Procuk asked how the Green Bulkhead project made it into the Plain Dealer. Mr. Alsenas stated that he was on vacation and that Ms. Kilbane had taken the call. Ms. Kilbane stated that Michael Scott, the reporter, called for an update on the project as a fill-in. Mayor Procuk was disappointed that the project didn't discuss the success of the project as much as it did the research and development of the project. Mr. Alsenas noted that the CPC had its mid-year budget review and that spending was on track. He stated that CPC staff has begun meeting with the County Development Department staff to assist them in preparing for a $1 million Community Development Block Grant program that will be implemented later this year.

Mayor Procuk noted that the next CPC meeting will be held on November 10, 2011. Mayor Procuk stated that the CPC meeting should be adjourned. The meeting was adjourned on a motion by Mr. Kelly and a second by Mayor Patton.

CUYAHOGA COUNTY SOLID WASTE POLICY COMMITTEE
Mayor Procuk called the Solid Waste Policy Committee to order. Ms. Bickett welcomed everyone to the Solid Waste District's Office and introduced Mr. John Nolan who works at the Cleveland Clinic and has been appointed to replace Mr. Martin McGann on the Solid Waste Policy Committee.

Ms. Bickett introduced the consultants that were hired by the District to assist with the plan. Mr. Jim Skora from GT Environmental, who worked the principal parts of the plan and Ms. Jennifer Yanke and Mr. Bob Dykes from Triad who worked on the strategic plan and the community survey.

Ms. Bickett reviewed the nine (9) goals that must be achieved in the plan. She reported that the baseline data used for the plan is from 2009.

Ms. Bickett explained that in 1989, the Board of County Commissioners decided to have the CPC serve as the Solid Waste Policy Committee because the local mayors on the CPC would be able to provide local input.

Ms. Bickett reported that since the last plan was submitted the District had raised its generation fee from $1.00 to $1.50 which allowed the District to embark on several new initiatives: the recycling center; putting together three (3) contracting consortiums; development of a business recycling program; development of backyard composting and food waste programs and the several new grant programs.

Ms. Bickett explained that the proposed plan does not include a generation fee increase but allows the District to mature some of the newer programs, divert approximately half of the funding given to the County Board of Health, currently 22% of the budget, to current programs. Ms. Bickett explained that the District was paying the highest amount in the state to the Board of Health for solid waste inspections. Ms. Bickett reported that District is not planning any major new programs but will work over the next five years to maximize the use of the Center to meet broader demands of the community, increase grant funding to communities and schools, and do a develop a stronger message out in the community.

The ratification schedule was reviewed by Ms. Bickett which was to send the draft plan to the Ohio Environmental Protection Agency (OEPA) by November 8, 2011, review the OEPA's non-binding opinion and determine if any of the OEPA's comments, suggestions, etc. to incorporate in plan by March 2012. In May 2012 the District will hold a public comment and in June a public hearing. In August 2012, the Policy Committee musts formally approve the plan and authorize the district to take it out for ratification which is a 90-day period where all Cuyahoga County communities must cities vote on the plan. Ms. Bickett stated that the district must get approval from 60% of the communities and the City of Cleveland's; she reported that the last time the plan received an approval rate of 98% approval and that included the fee increase.

Mr. Skora reviewed the sections of the plan and Ms. Yanke reviewed the results of the community survey.

A discussion ensued about the fees paid to the Board of Health and District Revenue vs. Expense Projections (2009-2028) chart.

On a motion by Mayor Blomquist, seconded by Mayor Patton, SWPC Resolution A-110907-A, authorizing the transmittal of the draft Cuyahoga County Solid Waste Management Plan Update to the Director of the Ohio Environmental Protection Agency for initial review and a non-binding advisory opinion, pursuant to Ohio Revised Code Sections 3734.55 and .56, was unanimously approved.

With being no further business to attend to Mayor Procuk adjourned the meeting.
