The Supplemental School Revenue Committee in Valley View agreed on a proposal for replacing lost income to the Cuyahoga Heights Schools caused by the move of Safeguard Properties. The agreement, which will be presented to Village Council, calls for sharing income taxes collected from the company.

The U.S. Army Corps of Engineers is conducting $100,000 Flood Risk Management Studies for the Cuyahoga River valley communities of Brooklyn Heights, Independence, Valley View, and Walton Hills. Congressman Kucinich said that the studies will create a better understanding of the causes of flooding and approaches to flood risk mitigation.

Mayor Westfall of Valley View formed the Supplemental School Revenue Committee. The committee is charged with finding ways to replace the loss of tax revenue to the Cuyahoga Heights Schools caused by the move of Safeguard Properties.

Valley View Village Council approved a tax break for a company it hopes will move from Brooklyn Heights. Mayor Procuk of Brooklyn Heights appears to have dropped his objections.
Update: Mayor Procuk said he has "cooled down a bit".

The mayor of Brooklyn Heights accused the mayor of Valley View of stealing a business by offering the company a tax break to relocate to Valley View. The Cuyahoga County Mayors and City Managers Association approved a nonbinding no-poaching resolution in 2006. Valley View Village Council is scheduled to vote on the incentives on Tuesday.
Update: a Plain Dealer editorial encourages the public and local leaders to pressure Valley View officials to drop their plans.

Valley View officials are confident that stormwater controls at the Bridgeview Crossing shopping center under construction in neighboring Garfield Heights will prevent additional flooding in Valley View.

FEMA awarded the City of Valley View approximately $1 million through its Hazard Mitigation Grant Program. The funds will be used to elevate up to 21 homes and for the acquisition and demolition of two others that have suffered repetitive flooding.

The Valley View Planning Commission approved plans for the Preserves at Hathaway Farm subdivision. An earlier proposal called for 23 homes on on 13.2 are site, but the approved design has 20 homes. The property is adjacent to the Kukoleck farmstead in the Cuyahoga Valley National Park, and Superintendent John Debo hopes the development's impacts can be minimized.

The Cuyahoga Valley National Park, in conjunction with Cuyahoga Valley Countryside Conservancy, is currently accepting proposals (PDF) for long-term leases of three farms in the Park: the 16 acre Martin Farm in Bath Township, the 10 acre Leyser Farm in Brecksville, and the 25 acre Gleeson Farm in Valley View.

Updates on proposed residential developments:
- For the third time, Chagrin Falls Village Council tabled a request for water and sewer connections for the proposed 24 unit Madison Woods development in Bentleyville.
- Developers of the proposed ten house Chagrin River Ridge subdivision in Moreland Hills decided to not proceed with the development. No reason was given.
- The Preserve at Hathaway Farm is a proposed 23 house subdivision on the 13.2 acre site of the old Walcher farm just west of Valley View Village Hall. Officials are concerned about additional stormwater runnoff from the development.
- A spring groundbreaking is scheduled for Casa Romana, an eight unit luxury condominium building on Warren Road in Cleveland near St. Mary's Romanian Orthodox Cathedral. Developers are targeting an October 2008 completion date.

Work will begin next summer in restoring a 10 acre site at the confluence of West Creek and the Cuyahoga River in Independence. The City of Independence and the Cuyahoga Valley National Park are also planning Hemlock Trail, a 1.5 to 1.7 mile long multi-purpose trail through Independence and Valley View that would connect the Towpath Trail to Brecksville Road.

The first phase of the Tinkers Creek Aqueduct project in Valley View was completed, and the section of the canal was reopened. Phase two is under design, and the National Park is seeking $1 million for construction.

While Broadview Heights City Council struggles to find a funding mechanism for stormwater projects, Valley View intends to join the Tinkers Creek Watershed Partners consortium and participate with other cities in a watershed-wide approach to flooding problems.
