Cuyahoga County Municipal Energy Program
Guidelines
To address energy efficiency and conservation systemically, and to spend limited federal stimulus funds effectively, the Municipal Energy Program (MEP) has two objectives:
To encourage eligible municipalities to conduct an American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Level 2 audit of all of their municipally-owned buildings and facilities. These audits will provide the basis for municipal decision-making regarding energy efficiency projects which it may choose to undertake.
Assist municipalities which have completed energy audits to implement energy efficiency and conservation projects by providing matching funding or other financial assistance.
The Board of Commissioners has designated the Cuyahoga County Planning Commission (CPC) to administer the MEP Program.
Comprehensive Energy Audits
GUIDELINES:
Eligible applicants are the fifty-three (53) Cuyahoga County cities, villages and townships which did not receive direct funding allocations from the DOE. See Page 3 for the list of Cuyahoga County Communities Eligible to Participate.
The MEP Program will provide 100% grants to the eligible municipalities to perform comprehensive ASHRAE Level 2 audits.
The amount which every municipality receives will be determined by the square footage of municipally-owned buildings and facilities, energy costs, energy usage intensity and other factors.
Applications for the audits will be accepted and awards made on a rolling basis beginning on October 1, 2010 and ending November 1, 2010.
Upon approval of audit applications, municipalities will be required to enter into a contract with the County no later than March 1, 2011.
The municipalities will be responsible for procuring professional audit services and performing the audits. The County has established the minimal qualification standards for energy audit vendors, and will assist municipalities in identifying qualified auditors.
The municipalities will receive county funding on a reimbursement basis.
ENERGY AUDIT PROCESS
Step 1: Municipality completes and submits the application and required forms.
Step 2: County determines the grant amount.
Step 3: County and municipality enter into a Grant Award Contract.
Step 4: Municipality procures qualified energy auditor and performs audit.
Step 5: Municipality submits completed audit to the County for review for conformance with MEP Program requirements.
Energy Conservation Project Implementation
GUIDELINES
Municipalities which have completed verifiable comprehensive audits within the past three (3) years may apply for matching funding for energy efficiency and conservation projects.
The award amount will be determined by the scope of the proposed project(s), available funding, and the overall goals of the County.
Projects for recreation facilities such as golf course facilities or swimming pools are not eligible.
Funding will be provided on a reimbursement basis. Municipalities will contract with the County for funding, but will be solely responsible for implementing the energy conservation measures.

PROJECT IMPLEMENTATION PROCESS
Step 1: Municipalities completes and submits the application and required forms, including a verifiable energy audit completed within the last three (3) years.
Step 2: County reviews the audit and determines the matching grant award.
Step 3: County and municipality enter into a Grant Award Agreement no later than March 1, 2011.
Step 4: Municipality submits an Affidavit of Work Completed.
Step 5: County verifies work completion and reimburses municipality.

Applicant: Indicate the name of the Applicant (Eligible city, village or township. See attached list of eligible municipalities).
Contact: Provide the name of the individual who can answer or coordinate the response to questions about the application submission. Do not list the mayor or city manager as the contact person unless they can answer questions about the application submission.

APPLICATION CHECKLIST
Complete the appropriate Checklist for the application request type. Be sure to attach all required forms, authorizations and supplemental data.
APPLICATION SUBMITTAL PACKAGE
Submit one (1) original hard copy and one (1) electronic copy of the Application and Required forms.
All application materials must be typed, using a minimum font size of eleven (11).
Staple or Clip the hard copy submission. Do not bind the application or supplemental data forms together or put them in any type of folder or other enclosure.
